What is adoption?
Adoption is a legal process which permanently gives parental rights to adoptive parents. As a result of the legal relationship the adoptee terminates any legal rights then in existence with the biological or legal parent(s) and becomes the legal heir of the adopter. There is domestic type of adoption when a non-relative child is adopted within the US, international adoption referring to adopting a non-relative child from another country, stepparent adoption, when a child, who is the legal child of one’s spouse, is adopted, and adult adoption, that is the adoption of an adult from within the United States.
ADOPTION IN CALIFORNIA
California is considered the state with the most adoptions (followed closely by New York). About 5,500 children are adopted each year, and about 2,000 California children need an adoptive family every day. The vast majority of adoptions here is domestic. Domestic adoptions are of two basic types: independent (arranged by an attorney, with full openness in identities between the birth and adoptive parents) and agency.
According to California law, in an independent adoption the birthparent personally selects the adoptive parents as she cannot forfeit that decision to another person. The birth parent placing the child for adoption must receive an advisement of rights, responsibilities, and options from an Adoption Service Provider (ASP). The birth parent must also sign an Independent Adoption Placement Agreement (AD 924), which in 30 days automatically becomes an irrevocable consent to adoption unless revoked within that time. Eighty-five percent of all newborn adoptions in California are accomplished via independent adoption.
Agency adoptions in their turn are of two types: private and public/county, depending on the types of children they serve. Public/county agencies help adopt children who are usually under governmental control, typically living in a foster home. Private agencies focus mainly on newborn placements, though many also serve waiting children. All agencies must be licensed by the State of California.
Prior to the placement of a child the adoptive parent has a home study completed. The agency then takes the relinquishment of the birth mother (and father if available). For six months following the adoptive placement, the agency supervises the placement, and then can write to the court to approve the adoption. Typically the adoptive parents are fingerprinted (run through the child abuse registry and criminal index), provide letters of reference, provide proof of marriage if married (although singles may adopt), complete a health and social history, and demonstrate a preparedness to provide a loving home. A court can then grant the adoption in a simple court hearing in which both adoptive parents and the child appear.
The process of adopting a child includes an orientation with a local licensed public adoption agency or a CDSS adoptions district office, completing and submitting a written application, participating in a “family assessment” which consists of a thorough review of the adoptive applicants’ criminal, medical, employment, emotional, marital, and life history and their home environment, as required by law.
In an agency adoption, the process may take anywhere from six months to a year to complete an adoption family assessment. Most adoptive placements occur one to several months after the family assessment has been approved.
In an independent adoption, the process will vary based on when the prospective adoptive parents have been chosen by birth parents. However, the department or delegated county adoption agency must investigate the proposed adoption within 180 days after they receive a copy of the filed petition and 50 percent of the adoption fee.

What is Foster Care?
Foster care is a system that attempts to provide stability for children who cannot or should not live in homes with their biological parents by placing them in homes with adults who have been licensed to care for children. Foster housing is, ideally, a temporary solution until children can return to their homes.
Foster parents must be 25 years or older, have access to reliable transportation, demonstrate financial stability, and a general ability to care for children. Here’s a partial list of requirements.
Foster homes can have a maximum of six children, including children who were birthed by the foster parent(s). Normally two children of the same sex are can share a room although there are a couple of exceptions based on age.

Angels Foster Family Network is a 501(c)(3) non-profit, licensed foster family agency specializing in providing exceptional families for infants and toddlers in San Diego County. Beta Foster Care (BFC)
Licensed by the State of California Department of Social Services to serve as a Treatment Foster Family Agency , Beta Foster Care (BFC) provides private foster family placement for children in Orange County who have been removed from their parents’ custody due to abuse and neglect.
The services BFC provides include:
- Weekly individual counseling to all foster children age 5 years and older to help them cope with the trauma of being separated from their parents.
- Weekly professional tutoring services to foster children at the Laguna Niguel office in collaboration with the Orange County Department of Education.
- Weekly professional social services to foster children in the foster homes and support to foster parents to ensure quality of care.
Also BFC provides ongoing foster parent continuing education workshops and foster home tutorials. During the summer they provide camp experiences for the children.

Foster Family Network, ChildNet
Foster Family Network was established by ChildNet and licensed by the State of California, Community Care Licensing Division. The program accepts children and non-minor dependents (over age 18) referred to FFN by county child welfare/social services agencies for placement in loving foster homes. FFN’s social-work staff provides ongoing training and support for the foster families. ChildNet also carries out Intensive Treatment Foster Care Program (ITFC) to provide specialized mental health and behavioral services to children who have suffered multiple complex traumas. Other services include foster parent training, mental/psychiatric services, referral services and supportive counseling/consultation and case management services to foster parents by social workers.

Our Children’s Keeper Child and Family Services
A subsidiary of MU’EED, Incorporated, a non-profit 501(c) (3) public benefit corporation, the agency aims at raising awareness of the needs of foster youth and promoting safer stronger families and communities by various programs and services.
They recruit, screen, and train potential foster parents, provide support and oversight to the foster families once they are certified and foster children are placed in their home. They also recruit and train volunteers to work with foster children and birth families in their mentoring program which is designed to provide one-on-one support to foster children and birth parents as they navigate through the foster care system.

Paradise Oaks Foster Family Agency is designed to accept boys and girls between the ages of 0-17 to provide treatment foster care.
