Adoption in Maryland
As of July 2015, there were 4,837 children in Out-of-Home Placement in Maryland and 243 of these children were legally free with a plan of adoption.
Adoptive parents in Maryland can be single, married, or part of a same sex couple. They can or cannot have parenting experience. They don’t have to be wealthy but need to have sufficient financial resources to provide adequate care for a child and to meet the family’s financial responsibilities. Families can own their home or they can be renters.
The minimum age required for prospective parents is 21. There is no maximum age, although many agencies prefer to keep no more than a 45-year difference between the child and the younger parent.
According to state regulations, people interested in adoption or foster care must attend a mandatory 27 pre-service training to learn about resources available to assist adoptive families.
Also, parents considering a domestic adoption don’t have to be a U.S. citizen but they must be a legal resident in the country.
Foster care in Maryland
All potential foster parents must meet the following basic approval requirements set by the state:
Applicants must be 21 years of age.
Applicants may be single or married.
Applicants may live in own apartment or house.
Applicants are fingerprinted for a criminal background check.
Every member of the household 18 years or older must be fingerprinted for a criminal background check.
Applicants must be able to meet family’s financial obligations.
Applicants are requested to submit an initial medical examination and reexamination every two years for every member of the household to determine their physical and emotional ability to care for children.
Applicants are requested to provide three references regarding their parenting ability.
Applicants are required to complete a minimum of 27 hours of pre-service education.
The applicant’s home will be inspected by personnel from the health department for safety and sanitation, and by the fire department.
A minimum of two visits to the applicant’s home is completed by the approval worker to discuss the types of children most appropriate for them, the proposed sleeping arrangements and the family lifestyle.
A child support clearance must be conducted.
Applicant must agree not to use physical punishment.
