Adoption in Michigan

Thanks to the unique partnership between public and private agencies responsible for adoption planning and placement of foster children Michigan has been recognized as a leader for the innovative approach to adoption and high adoptive placement rates.

There are approximately 3,000 Michigan foster children available for adoption at any given time, and adoption in Michigan can be done through a child-placing agency. Potential adoptive families can find agencies that can facilitate an adoption with the help of The Michigan Adoption Resource Exchange (MARE).

The legal process of adoption includes the following steps:

  • The prospective adoptive parent petitions the court of the county where the child is found or where the adoptive parent resides to adopt a specific child.
  • The petition and other legal forms are normally accompanied by a consent signed by the parent, a child placing agency, a court or the DHS, depending on the type of adoption.
  • The court orders an investigation to assure that the interests of the adoptee are protected.
  • Following receipt of a completed report of investigation and satisfied that the adoptee’s best interests are served, the court will issue an order terminating the rights of the parent, the child placing agency, court or the DHS. The court makes the adoptee a ward of the court, and orders placement in adoption, and assigns a child placing agency, the DHS or an agent of the court to supervise/monitor the adoptive placement.
  • Six months after the placement, or longer if the court finds it in the adoptee’s best interest, the court will enter an order of adoption. The order of adoption completes the process.

People who want to adopt or foster don’t have to be married. Only one parent of a non married couple can legally adopt a child in Michigan. Michigan permits single LGBTQ adoption but prohibits joint adoption. In these cases, one parent would be identified as the “primary adopting parent.”

Adoptive parents don’t have to own their own home to adopt or foster a child. A rented house or apartment is fine, as long as there is adequate bedroom space per child and the home is free from health and fire hazards.

Families interested in adopting will need to have a Family Assessment or a home study completed. Spouses or live-in-partners are also required to participate in the homestudy process as well as attend the P.R.I.D.E. (Parent Resources for Information, Development and Education) training series.

Foster Care in Michigan

Approximately 13,000 Michigan children are in foster care at any given time.

Anyone applying to become a foster parent must:

  • be at least 18 years of age
  • complete a licensing application
  • complete background clearances for all adult household members
  • provide medical statements for all household members
  • have an environmental inspection (when applicable)
  • provide three acceptable references
  • pass on-site visits to the home by the licensing worker

Every licensed foster parent needs to complete 12 hours of PRIDE training.

Spaulding for Children

Spaulding for Children is a private, non-profit child welfare agency, one of the first agencies in the country specialized in finding and training adoptive families for the placement of children with disabilities and other challenges.

Spaulding for Children recruits and licenses foster parents to care for children who have been abused and neglected and are placed in the public Child Welfare system. Wolverine Human Services

Wolverine Human Services is a social service agency and a leader in providing services to the children and families of Michigan.
