Adoption and Foster Care in Pennsylvania

People interested in adopting or fostering in Pennsylvania are considered regardless of their marital status, income, whether they own or rent a home as long as they are 21 years of age or older and:

  • Complete  “parent preparation” training (may take 24 hours or so)
  • Have  background checks- prospective foster and adoptive parents, plus all the family members older than 18 years old, will need the several different types of background checks: State criminal background check and child abuse clearances; a federal criminal history record check completed by submitting a one-time full set of fingerprints; and certification from statewide registry of child abuse in any state in which he or she has resided during the past five years.
  • Current physical that includes a tuberculosis test
  • Have references from non-family members
  • Have safety check of their home
  • Work with a social worker in the agency that they choose so that he or she can complete a “family profile” in adoption or a “home study” in foster care.

COBYS Family Services

COBYS Family Services is a Christian agency, affiliated with the Atlantic Northeast District of the Church of the Brethren. Friendship House

Friendship House’s Adoption Program recruits families to provide permanent adoptive homes to foster children who are unable to be reunified with their birth family. As a SWAN affiliate, Friendship House offers all components of the adoption process including family and child profiles, matching, child-specific recruitment, child preparation and post-adoption services through a contract with the Statewide Adoption and Permanency Network (SWAN). Tabor Children’s Services Inc.

Tabor Children’s Services Inc. is dedicated to strengthening the community by supporting families, keeping children safe and promoting independence with locations in Doylestown and Philadelphia.

TheVillage

TheVillage, previously named Presbyterian Children’s Village, is a 501(c)(3) nonprofit organization that provides child welfare, residential programs, mental health, and prevention services to children and families in Philadelphia and neighboring counties. TheVillage specializes in working with children and adolescents who have experienced loss, separation, placement, trauma, and physical and sexual abuse. Adoption services also include Case management services provided once placement occurs to ensure the success of the family prior to finalization, and Post Permanency Services that include case advocacy services, respite services, and support groups. Along with adoption services TheVillage offers foster and kinship programs, including Treatment Foster Care.

Try-Again Homes, Inc.

Try-Again Homes, Inc. is a licensed adoption agency in Pennsylvania and an approved SWAN (Statewide Adoption Network) Affiliate Agency able to complete adoption work for private individuals wishing to adopt a child. Try-Again Homes also provides foster care services.

Wesley Spectrum

Wesley Spectrum Services is a 501(c)(3) nonprofit organization licensed through the Department of Human Services and is an approved affiliate for the Statewide Adoption and Permanency Network. Wesley Spectrum’s Adoption Services provides an array of permanency services to children in out-of-home care. Wesley Spectrum also averages 10 foster adoptions annually providing case management responsibilities and support and education to foster families.

Women’s Christian Alliance (WCA)

WCA provides comprehensive adoption services to birth families, children up to age 18, and persons interested in enlarging their family. Support services include pre-adoption workshops, home study materials to assist families in learning about the realities of parenting through adoption, pre-placement orientation and other assessments to determine the prospective parent’s ability to meet the child’s need.

WCA also works with children, birth families and foster/kinship families to provide a safe and healthy home for children who are required to live separately from their families.
